The Boulder, Colorado studio has been "stripped down of staff" also they believe. It seems that they intend to keep on a core team to maintain support for the newly launch APB. Realtime Worlds were believed to be close in finishing their latest project.
It seems pay may be an issue too as Halliwell "Yeah and to be clear we are not getting paid. Its RP1 (think thats right) form time.":
There's been no official statement issued by the developer, instead inquiries are being redirecting to the Begbies Traynor Group, an administrator.
