Planetary Polar Defense [Missiles] Add Blueprint

A missile turret layout for the polar cap, built to intercept Dark Fog seeds before they reach the surface. One pole covered with this is enough. Every planet I've run it on has stayed clear.

While the turrets sit idle it puts a little less then 30 MW back into the planetary grid (tested on 70% Wind, 65% Solar planet), so the setup pays for itself instead of just sitting there draining power during the quiet stretches.
