Basically, you need to have tracked down 100 of the 200 treasure items scattered across Warlords of Draenor's new zones, completed all of the chapters for all five zones your faction quests are located in, completed all of the expansion's daily quests in a five-man team, reach 'Revered' rank with three factions, and explored every zone thoroughly.
