Dead Rising 2 is being handled by Blue Castle Games, a developer located in Canada. His thoughts and summary on the event aren't alone as others have voiced similar underwhelmed comments, with the Tokyo Game Show notably smaller this year.
Inafune-san used Dead Rising 2 as an example though of what Japan can do right, although ironically the bulk of actual development is being done outside of Japan.
