The certification would be a 14-day window from submission to approval, which means that Microsoft’s process will be more thorough, dealing with terms of service breaches and major bugs for the most part.
Even more beneficial to indie developers, the standard Xbox One retail unit will be convertible to a debug console, saving a whole lot of cash for devs who can’t afford a separate debug unit. This will also benefit major publishers for large scale beta-testing of their games as well.

This also represents the second major policy reversal by Microsoft since cancelling its online policy for the console.
Stay tuned for an official Microsoft confirmation.
