To participate in FFXIV's Starlight Celebration 2021 event, you'll want to make sure that you character has reached level 15. You'll then want to seek out an NPC called Amh Garanjy in New Gridania.
Look for her near Min Khetto's Amphiteatre at coordinates X:10.2, Y:9.4. Talking to her lets you pick up the quest called "A Very Yeti Starlight" which sets you off on the path to obtain the new rewards available this year.
These include two new minions – Wind-up Rudy and Squirrel Emperor – alongside the Starlight Mobile wall-mounted decoration for your home, if you happen to be the (very) lucky owner of one in any of the game's housing districts.
In addition, there's a good chance that items from previous years will be available at vendors. You can take a look at the new goodies over on the event's special website.
That's what you need to know about Final Fantasy XIV's Starlight Celebration 2021 event, its start and end dates, alongside its rewards. For more on the MMORPG, here's a reminder of when the weekly and daily resets happen.
