Certainly first you should check your own internet connection to make sure that it's working correctly, but if it's nothing to do with your PC or Xbox - then it's entirely a server-side problem. If Microsoft is doing maintenance on the game it'll take the servers down, and then it'll only let players in on a staggered deployment to check stability. It may be a while before everyone gets in.
The campaign mode should still be working however, so you'll just have to enjoy the single-player side for now!
