It's looking quite likely that Total War: Warhammer 3 will be getting Chaos Dwarfs DLC at some point in the future. The faction's inclusion in the trilogy's final entry and its release date were speculated upon long before launch, but recently datamined files seem to confirm that the Dawi-Zharr are, indeed, on their way.
Firstly, advisor voice lines were found expressly mentioning Chaos Dwarfs, both from the perspective of a player who picked them and another of the game's races for their playthrough. They both reference the race's cruelty and ruthlessness, which is very much in line with their background in Warhammer Fantasy lore.
In addition, a loading screen was also spotted mentioning Daemon Forges, Hashut – the patron god of the Chaos Dwarves – , and slaves.
While the quote itself might just be added for flavor, it's also possible that it could provide a hint about the race's mechanics.
At the moment, it's unclear whether or not Total War: Warhammer 3's first race pack will actually introduce the Chaos Dwarfs or not. Nevertheless, we can estimate when its release date might occur based on how things went down for the first two entries in the series.
Total War: Warhammer received the Beastmen two months after launch, while its sequel saw the Tomb Kings arriving four months after it went live. Unless things change, we expect Warhammer 3's first race pack to arrive at some point between April and June.

Publisher Sega and developer Creative Assembly have yet to talk about Total War: Warhammer III's first race pack, so we don't have official confirmation that the Chaos Dwarfs will be part of it.
Efforts are currently focused on fixing the game's issues and looking into Denuvo's impact on its performance.
