The Meat Hook Plan can be somewhat reliably obtained by completing a series of Fallout 76 event quests, as some of them offer it as a random reward. If you're chasing the plans for yourself, you'll want to tackle event quests such as Fertile Soil, Fly Swatter, Tea Time, Feed the People or The Path to Enlightenment. Completing the daily Ecological Balance and Strange Brew quests can also get you the plans.
Horde events, Hunter or Hunted PVP, and Powering Up Quests also have a chance, albeit much lower, of rewarding the Meat Hook Plan upon completion.
If you'd rather not do quests to obtain the Meat Hook Plan, be on the lookout for the vendor bots encountered randomly while exploring Appalachia. As long as your character is above level 5, you might just get lucky and find one that sells the plans.
