Despite launching to mixed reviews and very lukewarm player sentiment, Civilization 7 has been getting all sorts of updates and tweaks alongside the first pieces of DLC. Now, update 1.3.0 targets the seas, and the free Tides of Power Collection is coming alongside it.
The full details were shared today, November 4, via the official channels and Steam, with updates to harbors and naval units being the main focus. The update is out now, with the Tides of Power Collection being free to claim until January 5, starting today.

Long story short: The Harbor building has been added and is unlocked on Sailing. It helps with Production and gains bonuses thanks to Fishing Boats; this should help coastal settlements stay competitive versus “vegetated and rough ones.”
When players reach the Exploration Age, they’ll also gain access to the Privateer, a light naval unit for all civs which ignores peace/war limits and can attack ships and plunder trade routes, putting pressure on other civs without throwing half the world into war. You know, like back in the days of pirates.

Finally, the Tides of Power Collection is a free reward (until January 5) that all players can get. It highlights the naval side of the game, and the new leaders and civilizations are built around the new changes. First up, Edward Teach and the Tonga and Republic of Pirates civilizations arrive today. In December, Sayyida al Hurra, along with the Ottomans and Iceland, makes her debut. New Wonders, like the Great Lighthouse and Mapu’a Vaea Blowholes, are included too.
