While the Encyclopedia will, inevitably, find its way online in due time, Creative Assembly - the developers of 3K - have a tendency of keeping this particular feature of their games exclusive to the actual software for a while post-launch.
If you'd like an example of what that'll be like, be sure to check out the official Total War: Rome II Encyclopedia online, which was released a fair bit after the game itself launched. Aside from the UI, these things are usually carbon copies of the in-game versions, content-wise, so your best bet as it stands will be to read about Three Kingdoms by using the actual game functionality.
