Historical grand strategy game Victoria 3 wraps up a fairly eventful year with update 1.12’s release date, taking one more step towards becoming an evergreen title in publisher Paradox Interactive’s portfolio.
Like its predecessors, Victoria 3’s patch 1.12 delivers a suite of free updates to different features, polishing or reworking existing ones while also introducing new additions that deepen the game’s already impressive simulation.

Victoria 3’s patch 1.12 launches at the same time as the Iberian Twilight Immersion Pack, whose release date is slated to occur on December 11, 2025.

Victoria 3 Update 1.12 Content
As far as its content goes, Victoria 3’s patch 1.12 introduces a new Negotiations system that allows us “to offer something in exchange for an interest group to support – or at least stop stalling – the current law enactment.”
A group’s willingness to negotiate is determined by its Amenability value, which impacts costs and requests.
Victoria 3’s patch 1.12 also introduces new production methods that “while still by no means perfect, are a step closer to representing the relationship between colonisation and the exploitation of plantation labor post-slavery, and also the violence of slavery itself in the few places it remained.”
In addition, the new Amendments system enables the modularisation of laws. They may be added to laws through specific events that pop up during the enactment process or, in the case of countries like France, may already be in effect at the start of the game.
From there, political power will be age-restricted, requiring the assembly of a regency when a child ends up in the position of ruler.
Spain and Portugal are the focus of Iberian Twilight, so Victoria 3’s patch 1.12 also brings notable changes to these two countries, from the Carlist War to the addition of the Regenerator ideology and beyond. The goal is to flesh out the gameplay and better model their historical paths.
